Educational leave is regulated by each state. Choose your state for accredited courses and the local rules.
The rules for civil servants vary by state and by type of employment.
State civil servants: In many states — e.g. Baden-Württemberg, Berlin, Bremen, Hamburg and Rhineland-Palatinate — the same educational-leave rights apply as for other employees.
Federal civil servants: They are not covered by the state laws; there is currently no statutory educational-leave entitlement. Tip: many federal authorities have internal training arrangements.
No explicit rule: In some states (e.g. North Rhine-Westphalia, Brandenburg, Lower Saxony) the educational-leave law does not automatically apply to state civil servants. That does not mean no training is possible — talk to your HR department, many public employers have collective agreements with training rules, and some states grant special leave for seminars under other provisions.
